Requirements :
Grade 12/Matric Certificate with 5 years’ experience. Diploma or Degree or relevant qualification with 3 years’ experience in SCM. Computer literacy, Good communication skills, problem solving, initiative reporting skills, leadership and interpersonal skills. Good understanding of PFMA. PPPFA, BBBEE, Treasury regulations. Provisioning Administration System, DORA, Labour Relations Act, reconciliations of transversal systems and relevant government regulations, code of conduct and Batho Pele Principles. Supply Chain Policy (Procurement delegations, Demand, Acquisition and Contract Management, Inventory, Transit, Asset Management, SAP/SRM system, PAS). Ability to work under pressure. A valid drivers’ license Code 8 (candidates may be subjected to a driving test on the day of the interview.
Duties :
Ensure compliance with policies and procedures of the Department. Ensure proper implementation of Supply chain policies, PFMS, PPPFA, BBBEE, Inventory, Asset Management Internal control and Risk Management. Ensure that the Department maintains effective SCM procedures e.g. capturing of requisitions, GRV on the SAP/SRM system. Manage systems-WBCYCLE /SAP/SRM/Asset/BAS systems. Provide an efficient Supply Chain Management services and Inventory Management with proper knowledge of the Provisioning Administration system e.g. Warehouse, accounting and transit functions. General Management of Departments resources, including personnel Management and training. Assist with the developing and implementing procedures for contract management and administration. Assist managers in drafting on a annual Demand /procurement plan and monitoring thereof. Management of Petty cash and P Card requests. Supply central Office/Financial Manager with statistics and monthly reconciliations pertaining to SCM (Asset, Cash Flow, accruals, WEBCYCLE, commitment register etc.) Assist with the financial year end closure and preparation working files for audit purposes. Assist with the implementation of internal control measures to combat fraud and corruption. Work closely with End User and other relevant components (Finance/ Sub – District Warehouses-reconciliations-BAS/ASSET theoretical stock recon etc. Attending all relevant meetings and serving on committees e.g. Joint Management, Bid Adjudication, QAC/Vetting/APU/SCMU/Bidding and Ad Hoc meetings.
